Loula Frances (Rackley) Ballance

Loula Frances (Rackley) Ballance, 82, formerly of Chantilly, VA, passed away peacefully February 16, 2023, at Greenfield Reflections in Strasburg, VA.

A celebration of life service for Mrs. Ballance will be conducted at 11:00 a.m. Thursday, February 23, 2023, at Stover Funeral Home.  Mrs. Ballance will be laid to rest next to her late husband in Arlington National Cemetery at a later date. 

Frances was born in Nashville, NC on August 24,1940.  She was raised in Rocky Mount, NC where she met her husband.  Their parents were next door neighbors, and her husband was in the U.S. Air Force. They married on April 15, 1958, and she traveled overseas and back and forth across the United States with him, building a family along the way. She raised five children during the two decades of moving from base to base.  After her husband retired from the military in 1979, they set up a home in Fairfax, VA prior to purchasing their final home in Chantilly, VA in 1980.  When she wasn't caring for some of her grandchildren, she was able to work outside her home.  She met many people who became lifelong friends and neighbors.

She was preceded in death by her husband of 59 years, Clifton D. Ballance; her son Douglas A. Ballance; her parents Thomas H. & Edna M. (Hill) Rackley, and two sisters, Peggy Futch and Jeanette Bradshaw.

Survivors include her four children: L. Francene Ballance of Winchester, VA, Clifton W. Ballance of Fairfax, VA, Dianna L. Reeves of Gulf Breeze, FL, and Debra A. Young of Front Royal, VA; her grandchildren Joseph McCarthy, Jeremy McCarthy, Joshua McCarthy, Jordan McCarthy, Stephen Ballance, Sarah Ballance, Michael Reeves, Anna Reeves, Cailin Young, Christopher Young, and Emily Young; her great-grandchildren Emily Guttmann, Bradley McCarthy, Jacquelyn Hoffer, Jacob Brooks, Harper Ballance, Mila Sylvester, Weston Reeves, Gianna Stazzone, Kendall McLendon, Mackenzie Kuehne, Tyler Haberstroh, Austin Norris and Logan Norris; her siblings J. Faye Jones, Thomas M. Rackley (Susan) and Wanda K. Padgett (Gene) along with numerous nieces, nephews, and friends.
